Albania, Bulgaria, Croatia, Denmark, Georgia, Iceland, Latvia, Portugal, Sweden, Turkey, Ukraine

Eliminated in round 2: Belarus, Cyprus, Czech Republic, FYR Macedonoia, Hungary, Lithuania, Malta, Switzerland.
