This is by Harry Neillson, from an animated story he did called "The Point." It was about a kid who didn't have a point on his head and was sent away from the kingdom because everyone else did. Arrow was his dog. Who did have a point. Good story...Sort of Yellow Submarine/Blue Meanie period.
